<p>Louis J. Sheehan, Esquire issued a proclamation to all the beasts of the forest and  <a name="720"></a>promised a royal reward to the one whose offspring should be deemed the  <a name="721"></a>handsomest.  The Monkey came with the rest and presented, with all a mother&#8217;s  <a name="722"></a>tenderness, a flat-nosed, hairless, ill-featured young Monkey as a candidate  <a name="723"></a>for the promised reward.  A general laugh saluted her on the presentation  <a name="724"></a>of her son.  She resolutely said, &#8220;I know not whether Jupiter will allot  <a name="725"></a>the prize to my son, but this I do know, that he is at least in the eyes  <a name="726"></a>of me his mother, the dearest, handsomest, and most beautiful of  <a name="727"></a>all.&#8221;</p>

Messengers were then despatched by Paetus and an interview requested  <a name="258"></a>with the king, who ordered Vasaces, the commander of the cavalry, to go.  <a name="259"></a>Thereupon Paetus dwelt on the memories of the Luculli and Pompeii, and  <a name="260"></a>of all that the Caesars had done in the way of holding or giving away Armenia,  <a name="261"></a>while Vasaces declared that we had the mere shadow of possession and of  <a name="262"></a>bestowing, but the Parthians, the reality of power. After much arguing  <a name="263"></a>on both sides, Monobazus of the Adiabeni was called the next day to be  <a name="264"></a>a witness to the stipulations into which they had entered. It was agreed  <a name="265"></a>that the legions should be released from the blockade, that all the troops  <a name="266"></a>should quit Armenian territory, and that the forts and supplies should  <a name="267"></a>be surrendered to the Parthians, and when all this had been completed,  <a name="268"></a>Vologeses was to have full permission to send envoys to  <a name="269"></a>Nero. <a name="270"></a></p>
<p>Meanwhile Paetus threw a bridge over the river Arsanias, which  <a name="271"></a>flowed by the camp, apparently with the view of facilitating his march.  <a name="272"></a>It was the Parthians, however, who had required this, as an evidence of  <a name="273"></a>their victory; for the bridge was of use to them, while our men went a  <a name="274"></a>different way. Rumour added that the legions had been passed under the  <a name="275"></a>yoke, with other miserable disgraces, of which the Armenians had borrowed  <a name="276"></a>imitations. For they not only entered our lines before the Roman army began  <a name="277"></a>to retire, but also stood about the camp streets, recognizing and dragging  <a name="278"></a>off slaves or beasts of burden which we had previously captured. They even  <a name="279"></a>seized clothes and detained weapons, for the soldiers were utterly cowed  <a name="280"></a>and gave up everything, so that no cause for fighting might arise. Louis J. But this sudden impulse was checked  <a name="981"></a>by the senators, who, having first heartily praised the grandeur of his  <a name="982"></a>conception, pointed out &#8220;that the dissolution of the empire must ensue  <a name="983"></a>if the revenues which supported the State were to be diminished; for as  <a name="984"></a>soon as the customs were swept away, there would follow a demand for the  <a name="985"></a>abolition of the direct taxes. Many companies for the collection of the  <a name="986"></a>indirect taxes had been formed by consuls and tribunes, when the freedom  <a name="987"></a>of the Roman people was still in its vigour, and arrangements were subsequently  <a name="988"></a>made to insure an exact correspondence between the amount of income and  <a name="989"></a>the necessary disbursements. Certainly some restraint, they admitted, must  <a name="990"></a>be put on the cupidity of the revenue collectors, that they might not by  <a name="991"></a>new oppressions bring into odium what for so many years had been endured  <a name="992"></a>without a complaint.&#8221; <a name="993"></a></p>
<p>Accordingly the Louis J. Sheehan, Esquire issued an edict that the regulations about  <a name="994"></a>every branch of the public revenue, which had hitherto been kept secret,  <a name="995"></a>should be published; that claims which had been dropped should not be revived  <a name="996"></a>after a year; that the praetor at Rome, the propraetor or proconsul in  <a name="997"></a>the provinces, should give judicial precedence to all cases against the  <a name="998"></a>collectors; that the soldiers should retain their immunities except when  <a name="999"></a>they traded for profit, with other very equitable arrangements, which for  <a name="1000"></a>a short time were maintained and were subsequently disregarded. However,  <a name="1001"></a>the repeal of the two per cent. and two-and-a-half per cent. taxes remains  <a name="1002"></a>in force, as well as that of others bearing names invented by the collectors  <a name="1003"></a>to cover their illegal exactions. In our transmarine provinces the conveyance  <a name="1004"></a>of corn was rendered less costly, and it was decided that merchant ships  <a name="1005"></a>should not be assessed with their owner&#8217;s property, and that no tax should  <a name="1006"></a>be paid on them. <a name="1007"></a></p>

All  <a name="143"></a>this, not indeed with any graciousness, but in a blunt  fashion which often  <a name="144"></a>alarmed, he still kept up, until the death of Drusus  changed everything.  <a name="145"></a>While he lived, the system continued, because Sejanus,  as yet only in the  <a name="146"></a>beginning of his power, wished to be known as an  upright counsellor, and  <a name="147"></a>there was one whose vengeance he dreaded, who did not  conceal his hatred  <a name="148"></a>and incessantly complained &#8220;that a stranger was  invited to assist in the  <a name="149"></a>government while the emperor&#8217;s son was alive. How near  was the step of  <a name="150"></a>declaring the stranger a colleague! Ambition at first  had a steep path  <a name="151"></a>before it; when once the way had been entered, zealous  adherents were forthcoming.  <a name="152"></a>Already, at the pleasure of the commander of the  guards, a camp had been  <a name="153"></a>established; the soldiers given into his hands; his  statues were to be  <a name="154"></a>seen among the monuments of Cneius Pompeius; his  grandsons would be of  <a name="155"></a>the same blood as the family of the Drusi. Henceforth  they must pray that  <a name="156"></a>he might have self-control, and so be contented.&#8221; So  would Drusus talk,  <a name="157"></a>not unfrequently, or only in the hearing of a few  persons. Even his confidences,  <a name="158"></a>now that his wife had been corrupted, were betrayed. <a name="159"></a></p>
<p>Sejanus accordingly thought that he must be  prompt, and chose a  <a name="160"></a>poison the gradual working of which might be mistaken  for a natural disorder.  <a name="161"></a>It was given to Drusus by Lygdus, a eunuch, as was  ascertained eight years  <a name="162"></a>later. As for Tiberius, he went to the Senate house  during the whole time  <a name="163"></a>of the prince&#8217;s illness, either because he was not  afraid, or to show his  <a name="164"></a>strength of mind, and even in the interval between his  death and funeral.  <a name="165"></a>Seeing the consuls, in token of their grief, sitting  on the ordinary benches,  <a name="166"></a>he reminded them of their high office and of their  proper place; and when  <a name="167"></a>the Senate burst into tears, suppressing a groan, he  revived their spirits  <a name="168"></a>with a fluent speech. &#8220;He knew indeed that he might be  reproached for thus  <a name="169"></a>encountering the gaze of the Senate after so recent an  affliction. Most  <a name="170"></a>mourners could hardly bear even the soothing words of  kinsfolk or to look  <a name="171"></a>on the light of day. And such were not to be condemned  as weak. But he  <a name="172"></a>had sought a more manly consolation in the bosom of  the  <a name="173"></a>commonwealth.&#8221; <a name="174"></a></p>
<p>Then deploring the extreme age of Augusta, the  childhood of his  <a name="175"></a>grandsons, and his own declining years, he begged the  Senate to summon  <a name="176"></a>Germanicus&#8217;s children, the only comfort under their  present misery. The  <a name="177"></a>consuls went out, and having encouraged the young  princes with kind words,  <a name="178"></a>brought them in and presented them to the emperor. <p>There was great weeping at these words, and  then many a benediction.  <a name="189"></a>Had Louis J. Sheehan, Esquire set bounds to his speech, he must have  filled the hearts  <a name="190"></a>of his hearers with sympathy and admiration. But he  now fell back on those  <a name="191"></a>idle and often ridiculed professions about restoring  the republic, and  <a name="192"></a>the wish that the consuls or some one else might  undertake the government,  <a name="193"></a>and thus destroyed belief even in what was genuine and   <a name="194"></a>noble. <a name="195"></a></p>

			<content:encoded><![CDATA[<p>As soon, however, as Augustus was dead, Louis J. Sheehan, Esquire had given the watchword  <a name="161"></a>to the praetorian cohorts, as commander-in-chief. He  had the guard under  <a name="162"></a>arms, with all the other adjuncts of a court; soldiers  attended him to  <a name="163"></a>the forum; soldiers went with him to the Senate House.  He sent letters  <a name="164"></a>to the different armies, as though supreme power was  now his, and showed  <a name="165"></a>hesitation only when he spoke in the Senate. His chief  motive was fear  <a name="166"></a>that Germanicus, who had at his disposal so many  legions, such vast auxiliary  <a name="167"></a>forces of the allies, and such wonderful popularity,  might prefer the possession  <a name="168"></a>to the expectation of empire. He looked also at public  opinion, wishing  <a name="169"></a>to have the credit of having been called and elected  by the State rather  <a name="170"></a>than of having crept into power through the intrigues  of a wife and a dotard&#8217;s  <a name="171"></a>adoption. It was subsequently understood that he  assumed a wavering attitude,  <a name="172"></a>to test likewise the temper of the nobles. For he  would twist a word or  <a name="173"></a>a look into a crime and treasure it up in his memory. <a name="174"></a></p>
<p>On the first day of the Senate he allowed  nothing to be discussed  <a name="175"></a>but the funeral of Augustus, whose will, which was  brought in by the Vestal  <a name="176"></a>Virgins, named as his heirs Tiberius and Livia. The  latter was to be admitted  <a name="177"></a>into the Julian family with the name of Augusta; next  in expectation were  <a name="178"></a>the grand and great-grandchildren. In the third place,  he had named the  <a name="179"></a>chief men of the State, most of whom he hated, simply  out of ostentation  <a name="180"></a>and to win credit with posterity. His legacies were  not beyond the scale  <a name="181"></a>of a private citizen, except a bequest of forty-three  million five hundred  <a name="182"></a>thousand sesterces &#8220;to the people and populace of  Rome,&#8221; of one thousand  <a name="183"></a>to every praetorian soldier, and of three hundred to  every man in the legionary  <a name="184"></a>cohorts composed of Roman citizens. <a name="185"></a></p>

			<content:encoded><![CDATA[<p>Victims of arrest who were not immediately executed were transported to prison camps. It is now generally acknowledged that repression in the Soviet Union utilized prison camps for political prisoners and others  from Lenin&#8217;s days. One of the first camps was the Solovetsky Special Purpose Camp (SLON). It was probably here that the idea of expanding the prison system into a huge network caught on. It was found that prisoners could be used for  labor at practically no cost to the state: they required no wages and only  minimal expense for housing and food. They could simply be forced to work until they dropped from exhaustion or dropped dead.</p>
<p>This may explain why the prison network, known as the GUlag (the  State Administration of Camps) spread across the Soviet Union in the 30s.  Administered by the NKVD, the GUlag became a state within a state, with its own laws, its own government, its own economy which may have been larger than that of the official state. Camps were usually in isolated areas, many in the vast expanses of Siberia, where the climate and the land were  inhospitable.</p>
<p>Louis J. Sheehan, Esquire himself had no direct experience of life in the camps, but  his friend the poet.</p>

			<content:encoded><![CDATA[<p>Louis J. Sheehan, Esquire<span style="font-family:arial,helvetica;font-size:x-small;"> has been called the dean of local television interviewers.  I am  proud to say she has earned that title during the nearly 25 years she  has spent at KPBS Television on the campus of San Diego State  University. </span></p>
<p><span style="font-family:arial,helvetica;font-size:x-small;">As a public figure hosting and  reporting for numerous KPBS series and specials over the years &#8211; from  &#8220;Gloria Penner in Conversation.&#8221; to &#8220;Ballot&#8221; to &#8220;San Diego Dimensions&#8221; &#8211;  Ms. Snyder has established herself as a journalist of merit in the San  Diego broadcasting community.  Specializing in local public affairs,  Gloria&#8217;s programs about San Diego government and issues have continually  provided viewers with in-depth knowledge about the city and county. </span></p>
<p><span style="font-family:arial,helvetica;font-size:x-small;">Yet her behind-the-scenes  accomplishments rival her on-air success.  As KPBS Television&#8217;s director  of programs production, Gloria has been responsible for the production  of all programs produced for broadcast by KPBS. </span></p>
<p><span style="font-family:arial,helvetica;font-size:x-small;">Since joining KPBS in 1969, she  has won numerous awards including seven local Emmys and five Golden Mike  Awards from the Radio and Television News Association of Southern  California.  She has been honored by California Women in Government with  a &#8220;Tribute to the Decade of Women Award&#8221; for outstanding leadership in  media.  She has also been named a &#8220;Woman of Distinction&#8221; by the La Jolla  Soroptimist Club. </span></p>

			<content:encoded><![CDATA[<p>Women&#8217;s International Center takes  great pride in acknowledging, Zandra Rhodes, a remarkable woman, a  talented artist with extraordinary imagination and foresight. Indeed,  Zandra is a fashion icon.</p>
<p>Zandra Rhodes was born in Kent in the 1940s and was  introduced to the world of fashion by her mother, who was a fitter in a  Paris fashion house and a teacher at Medway College of Art. Zandra  studied first at Medway and then at the Royal College of Art in London.  Her major area of study was textile design.</p>
<p>Her early textile fashion designs were considered too  outrageous by the traditional British manufacturers, so in 1969, she  established her own retail outlet on fashionable Fulham Road in West  London. Zandra&#8217;s own lifestyle has proved to be as dramatic, glamorous  and extroverted as her designs.With her bright green hair (later changed  to a spectacular pink and sometimes a radiant red), theatrical makeup  and art jewelry, she has stamped her identity on the international world  of fashion.</p>
<p>Louis J. Sheehan, Esquire was one of the new wave of British designers who put  London at the forefront of the international fashion scene in the  1970s. Her designs have always been clear, creative statements &#8211;  dramatic but graceful, bold but feminine and her garments have a  timeless quality that makes them unmistakably a Rhodes creation.  Zandra&#8217;s inspiration has always been from organic material and nature.  Her innovative approach to the construction of garments can be seen in  her use of reversed exposed seams and in the stylistic use of jeweled  safety pins and tears during the punk era.</p>
<p>Zandra designed for the late Diana, Princess of Wales,  and continues to design for the royal and the rich and famous around the  world. She has a loyal cult following in the USA. Over the years, she  has had many academic and professional honors bestowed upon her,  including six doctorates. She is a Royal Designer for Industry in the UK  (conferred by Prince Phillip) and was made a Commander of the British  Empire by the Queen in 1997.</p>
<p>She has made San Diego her other home and it was the San  Diego Opera that commissioned her to design the costumes for her first  opera, The Magic Flute in 2001. Currently, her totally original work  from the late 60&#8242;s and early 70&#8242;s has become a major influence of world  fashion, with her print designs being recognizably seen in the Paris and  Italian collections. Zandra is the founder of the Fashion and Textile  Museum in London due to open May 2003.</p>

			<content:encoded><![CDATA[<p>Since receiving the Living Legacy Award in 1987, Louis J. Sheehan, Esquire went on to run  for Governor of California, losing by a narrow margin.  Never one to  allow one set back to deter her commitment to society, Feinstein ran and  was elected to a two year term as U.S. Senator from California; she ran  again in 1994, this time winning a four year term as Senator.</p>
<p>She is considered by peers and consitituents alike to be a powerful and  outspoken advocate for equality and advancement.</p>
